Drone Registration In India

Introduction

India is rapidly advancing in innovation and technology, and drone technology (Unmanned Aircraft Systems – UAS) is playing a transformative role across multiple sectors. Drones are widely used in agriculture, infrastructure inspection, surveying, disaster management, media & entertainment, logistics, defence, law enforcement, and geospatial mapping, enabling automation of hazardous and repetitive tasks with high accuracy.

To promote safe, secure, and scalable drone operations, the Government of India has introduced a progressive regulatory framework under the Drone Rules, 2021, aimed at creating a world-leading drone ecosystem. These rules simplify certification, registration, and pilot licensing while ensuring adequate safeguards for Indian airspace.

Drone Rules, 2021 – Key Highlights

As per the Drone Rules, 2021:

No person shall operate an Unmanned Aircraft System (UAS) in India unless it conforms to a Type Certificate and is registered on the Digital Sky Platform, unless specifically exempted.

These rules apply to:

  • Drone owners and operators
  • Manufacturers and importers
  • Leasing, transferring, and maintenance entities
  • All drones operated within Indian airspace

Types & Classification of Drones

Types of Unmanned Aircraft Systems

  • Aeroplane
  • Rotorcraft
  • Hybrid UAS

Each type may be further classified as:

  • Remotely Piloted Aircraft System (RPAS)
  • Model RPAS
  • Autonomous UAS

Classification Based on Weight

Category Drone Weight (Including Payload)
Nano ≤ 250 grams
Micro > 250 g and ≤ 2 kg
Small > 2 kg and ≤ 25 kg
Medium > 25 kg and ≤ 150 kg
Large > 150 kg

Drone Type Certification (DGCA)

What is a Type Certificate?

A Type Certificate certifies that a drone’s design, components, and systems meet prescribed standards related to:

  • Airworthiness
  • Safety
  • Performance
  • Noise & emissions

The Directorate General of Civil Aviation (DGCA) issues the Type Certificate based on:

  • Statement of Conformity
  • Recommendations from QCI or an Authorised Testing Entity (ATE)

Only DGCA-certified drone models are permitted to operate in India.

Exemption from Type Certificate

Type Certificate is NOT required for:

  • Manufacturing or importing drones
  • Nano drones
  • Model RPAS
  • R&D, testing, and experimental operations

Process to Obtain Drone Type Certificate

  1. Account Creation on Digital Sky Platform
  2. Prototype Details Submission (UAS specifications)
  3. Prototype Details Submission (UAS specifications)
  4. Testing by Authorised Testing Entity (ATE)
  5. Evaluation by DGCA
  6. Grant of Type Certificate

Documents Required

  • Manufacturer legal entity documents
  • Authorisations & regulatory approvals
  • Equipment Type Approval (ETA)
  • Design drawings & analysis
  • Ground & flight test reports
  • UAS flight manual & logbook
  • Maintenance manual & inspection schedule
  • Drone Registration & UIN (Unique Identification Number)

Every operational drone must be registered on the Digital Sky Platform and issued a UIN, similar to a vehicle registration number.

    Drone Registration Process

    1. Digital Sky account creation
    2. Submission of Form D-2 with Type Certificate details
    3. Application verification
    4. Grant of UIN

    Documents Required

    • Company details & GST
    • Director details (DIN & Aadhaar)
    • Drone specifications & photographs

    Transfer & Deregistration of Drone

    • Transfer (Form D-3): Sale, lease, or gift
    • Deregistration: Permanent loss or damage

Remote Pilot Licence (Drone Pilot Licence)

A Remote Pilot Licence (RPL) is mandatory to operate drones, except for:

    • Nano drones
    • Micro drones for non-commercial use

    Eligibility

    • Minimum age: 18 years
    • Passed Class 10 or equivalent
    • Training from DGCA-authorised RTPO

    Process

    1. Training from RTPO
    2. Application via Form D-4
    3. Remote Pilot Certificate issuance
    4. Remote Pilot Licence by DGCA (within 15 days)

    Validity

    • 10 years, unless suspended or cancelled

Remote Pilot Training Organisation (RTPO) Authorisation

Only DGCA-authorised RTPOs can train drone pilots.

    RTPO Authorisation Process
    1. Digital Sky account creation
    2. Application via Form D-5
    3. DGCA review & approval
    Validity
    • 10 years, renewable

    Drone Registration & Certification Fees

    Service Fee (₹)
    Type Certificate 100
    UIN Issuance / Transfer / Deregistration 100
    Remote Pilot Licence 100
    RTPO Authorisation 100

    Conclusion

Drone operations in India are strictly regulated to ensure airspace safety, accountability, and secure integration. Compliance with DGCA regulations, Type Certification, UIN registration, and Remote Pilot Licensing is mandatory for lawful operations.
