Introduction

The period of British rule left India’s industrial and economic infrastructure severely weakened. This led to the establishment of the Indian Standards Institution (ISI), which later evolved into the Bureau of Indian Standards (BIS).

Process of Standards Formulation in India

In India, the formulation of standards follows a structured and transparent process under BIS.

Step-by-Step Process:

1. Proposal Submission

Any stakeholder—Central/State Government bodies, industry associations, manufacturers, consumer organizations, or BIS committee members—may submit a written proposal to BIS for:

  • New standards
  • Revision or amendment of existing standards
  • Withdrawal of obsolete standards

2. Division Council Review

The concerned BIS Division Council examines the proposal to assess its relevance, necessity, and consumer impact.

3. Technical Committee Assignment

If found relevant, the proposal is assigned to an existing Technical Committee or a new committee is constituted.

4. Technical Evaluation

The committee evaluates the proposal considering:

  • National priorities
  • Industrial development needs
  • Consumer health and safety
  • Technical feasibility

5. Draft Finalization & Approval

After addressing all stakeholder comments, the draft standard is submitted to the Division Council Chairman for final approval.
