BIS Certification for Domestic Pressure Cookers – IS 2347:2017
BIS Certification for Domestic Pressure Cookers – IS 2347:2017
Domestic pressure cookers are widely used household kitchen appliances in India. They are manufactured using different materials, including aluminium alloy, stainless steel and three-ply construction, with different capacities, designs, lid arrangements and safety mechanisms.
Since pressure cookers operate under pressure, their construction, material quality, pressure regulation system and safety relief devices play an important role in ensuring consumer safety.
To ensure product quality and safety in the Indian market, the Government of India has made BIS certification compulsory for domestic pressure cookers.
The applicable Indian Standard was IS 2347:2017 – Domestic Pressure Cooker – Specification (Sixth Revision).
Manufacturers supplying domestic pressure cookers in India must comply with the applicable Indian Standard and obtain a BIS licence under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.
Important Standard Update: IS 2347:2017 was revised and replaced by IS 2347:2023 – Domestic Pressure Cooker – Specification (Seventh Revision). The revised standard was established on 28 September 2023 and became mandatory for certification from 28 March 2024. Therefore, new applications and existing licences must follow IS 2347:2023 and its applicable amendments.
This article explains the BIS certification framework, testing requirements, sample quantity, product grouping, laboratory facilities, quality-control arrangements and certification process, with reference to the IS 2347:2017 product manual and the subsequent revision.
1. Is BIS Certification Mandatory for Domestic Pressure Cookers?
Mandatory BIS Certification
Yes. BIS certification is mandatory for domestic pressure cookers covered under the Domestic Pressure Cooker (Quality Control) Order, 2020.
The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, notified the Domestic Pressure Cooker Quality Control Order through Notification No. S.O. 294(E), dated 21 January 2020.
The Order requires domestic pressure cookers to conform to the applicable Indian Standard and bear the BIS Standard Mark under a licence issued by BIS in accordance with Scheme-I.
The Order came into force on 1 February 2021.
Goods or articles meant for export are excluded under the provisions of the Order.

The exact sample selection and testing requirements should be confirmed according to the applicable product manual and BIS instructions.
7. Product Grouping Guidelines Under IS 2347:2017
Product grouping is an important part of BIS certification for domestic pressure cookers.
Manufacturers generally produce pressure cookers in different capacities, materials, coatings, shapes and designs.
BIS has prescribed grouping guidelines to determine which samples need to be tested for coverage of the proposed licence scope.
As per Annex B of PM/IS 2347/6, January 2023, the following grouping parameters are considered.
A. Capacity-Based Grouping
| Group | Nominal Capacity |
|---|---|
| Group I | 1 to 6.5 litres |
| Group II | 7 to 15.5 litres |
| Group III | 16 to 24 litres |
B. Type of Coating
- Hard Anodized.
- Non-Stick.
- Powder Coated.
- Ceramic Coated.
- High-Temperature Resistant Liquid Coated.
C. Lid Arrangement
- Inner Lid.

D. Material
- Aluminium Alloy.
- Stainless Steel.
- Three-Ply Construction.
E. Nature of Bottom/Base
- Induction Friendly.
- Composite Bottom.
F. Shape
The shape of the pressure cooker must be declared by the manufacturer and supported by a drawing or suitable technical document.
G. Safety Pressure Relief Device
- Resettable.
- Destructible.
H. Heating Source
- External Heat Source.
- Integral Electrical Heat Source.
Sample Selection Guidelines
According to Annex B:
- A pressure cooker, preferably of the highest nominal capacity, of the same type from each capacity group is selected for testing.
- The same type means the same coating, lid, material, bottom/base, shape, safety relief device and heating source.
- If a pressure cooker with a specified coating is tested, uncoated pressure cookers from the same group may also be covered.
- The manufacturer must declare all varieties intended to be included in the licence.
- The licence scope may be restricted depending on the manufacturing and testing capabilities.
- During the operation of the licence, BIS may ensure that all varieties are tested in rotation, to the extent possible.
Practical Example of Product Grouping
Consider a manufacturer producing the following pressure cookers:
| Model | Capacity | Material | Lid |
|---|---|---|---|
| Model A | 2 Litres | Aluminium Alloy | Inner Lid |
| Model B | 3 Litres | Aluminium Alloy | Inner Lid |
| Model C | 5 Litres | Aluminium Alloy | Inner Lid |
| Model D | 6.5 Litres | Aluminium Alloy | Inner Lid |
| Model E | 3 Litres | Stainless Steel | Outer Lid |
| Model F | 5 Litres | Stainless Steel | Outer Lid |
| Model G | 7.5 Litres | Aluminium Alloy | Inner Lid |
| Model H | 10 Litres | Aluminium Alloy | Inner Lid |
For Group I, the highest-capacity cooker of the same type may be selected for testing to cover the eligible capacities within that group.
For Group II, the applicable grouping procedure is followed separately.
However, different materials, lid arrangements, coatings, shapes and safety relief devices must be considered while preparing the proposed licence scope.
The final grouping and scope are subject to BIS assessment.
